This PR adds some flags in gatsby config as follows:
PRESERVE_FILE_DOWNLOAD_CACHE: Could help speed up builds by preserving the download cacheDETECT_NODE_MUTATIONS: Useful for debugging data issuesPARTIAL_HYDRATION: Could improve performance metrics like Total Blocking TimeNotes for Reviewers
